I guess I'm a bit confused, who passed this exactly? and does this mean that you can't buy fresh fish at all?

The law was passed by the Spanish Parlament and it has a nation-wide status.

It doesn´t mean that you wont find any fress fish in Spain any more. You can buy fresh fish in Spain at any fishmonger's as always.

The new regulation only obliges restaurants that serve raw fish (i.e. sashimi at Japanese restaurants) to have it frozen first in order to kill anisakis bug, that can cause a chronical illness. But if the fish is to be cooked, it can be fresh.

As for particular customers at any market in Spain, fish and sea food will be offered fresh or frozen or salted or tinned as always.
