Does anyone know which banks in Madrid issue debit cards that can be used outside of Spain, ie: Europe? I know Caja Madrid and Citibank both have Servired symbals at the back and cannot be used outside Spain.

That info about Citibank sounds incorrect. Citibank is a global bank so I find it highly unlikely that a Citibank card would not be valid outside of Spain. If you get a "debit check card" which has the Visa or Mastercard symbol on it, you should be able to use that outside of Spain like a regular credit card, although the funds are subtracted immediately from your bank account when you make a purchase or ATM withdrawal.

Also, check out Banco Santander and BBVA. Both have banking operations in the U.S. and Latin America. Banco Santander also has operations in the U.K. Both are very likely to be part of the Cirrus or Plus networks.

I found this VISA / PLUS locator (http://visa.via.infonow.net/locator/global/)so there may be similar for SIRIUS.
