Madrid Pollution

I guess there is no way to stop 'progress' but an environmental campaign group is claiming that Madrid is Europe's most polluted city. I do know people there who are complaining of new allergies blamed on the poor air quality. Certainly Madrid is expanding rapidly but is there a law that requires x amount of green space in amongst all these new apartment blocks and offices? I wonder if we will see Spain's first congestion charge in Madrid soon?
