Qué significa?! Por ejemplo en este pagina de web adonde el nombre del hombre (jaja) es "Fenerbahçe". Solo se usa en nombres? Que ruido la produce? http://www.20minutos.es/noticia/356997/0/sevilla/fenerbahce/champions/

No, the cedilla (thats what its called) is not used in Spanish. I usually see it mostly in French and Portuguese. (eg Français in french/ Graça in Portuguese)
In that name, Fenerbahçe, its very likely that he is Portuguese or Brazilian. It looks like, from the article, that his trainer is Brazilian.
From the little that I know of Portuguese the H placed in a word like that makes it sound more like and I, making that name sound like "Fenerbaíse" (I think). Hopefully there is someone here that is fluent in Portuguese, but this is my best guess.

When El País refers to Barcelona in the sports pages, they use the abbreviation Barça as used by the fans, (to preserve the correct sound i.e. not Barka)

Fenerbahçe is the name of a district in Istanbul, hence the cedilla. In Turkish it is pronounced /feneɾbatʃe/ "fenerbache". I think you will find they are referring to the name of a football team here.

Yes, it is used in Catalan, so here there are signs for Plaça Espanya rather than Plaza España.
