No, crema catalana does not have that sugar-based sauce poured on top of flan.

From the one's I've eaten the flan is usually firmer and has caramellised sugar sauce over it; the creme catalan is softer & has crunchy sugar topping.
Many of the flans are mass produced and simply served tipped out of the plastic container onto a plate. They seem to be available in every cafe/restuarant in Spain.
The creme catalan tends to come in the earthenware dish it was cooked in and is less universally available.
Mixes to make both are available in the supermarkets but I guess the real thing is much nicer!

Crema Catalana is really similar to Creme Brule and depending on the restaurant they give you the option to burn it with some liquour.

Flan quite different even if both are egg based.
