This is really just a quick question that one person could easily handle, it is simply this: is familiar (italics to indicate that that is the Spanish word) both used to say that something is familiar and family oriented?

Yes, familiar in Spanish can be used in the context of family/relatives or it can be used to describe something that is known or recognizable. All depends on the context, of course.

"Conocido" would be another option for familiar as in knowing about something, but like Beckett said it all depends on context.
