Sí, se usa con mucha frecuencia "está despejado" en Costa Rica. También, esta frase significa que ¨the coast is clear¨ en cuanto a, por ejemplo, las calles. Por ejemplo, "¿Puedo doblar aquí? Sí, (la calle) está despejado."

Maybe because you didn't watch the weather forecast? ;)

It happens to me too sometimes. The word 'pareja', for instance, escaped my notice for several years.
